The Concord City Committee Bylaws

ARTCLE I

Name

Section 1. The name of this organization shall be the Concord Republican City Committee (“CRCC”).

ARTICLE II

Object

Section 1.  The object of this organization shall be to support, through education, social and other activities, the principles, objectives and platform of the Republican Party and to secure through agency of the Party, the election of duly nominated and properly qualified Republican candidates.

Section 2. The CRCC shall support only Republican candidates.

 

Article III

Membership

Section 1.  Members of the CRCC shall consist of registered Republican voters residing in Concord, New Hampshire.  Honorary membership status shall be granted by the CRCC on a case by case basis.

Section 2. Membership dues shall be set annually, as recommended by the Executive Committee and approved by the CRCC at a regular monthly meeting.

Section 3. Membership may be revoked by a four-fifths vote of those CRCC members present at a regular monthly meeting.

Section 4. Members shall make all decisions relating to the policy of the CRCC and transact any and all business necessary for the advancement of the Party.  In the event of any vacancy in a CRCC Office between Regular Biennial Meetings, the Member may fill the same, in accordance with Article IV, Section 6.

 

ARTICLE IV

Officers

Section 1.  There shall be four officers of the CRCC: Chairman, Vice Chairman, Secretary and Treasurer.

Section 2. Chairman: The Chairman shall preside at all meetings and shall have the right to cast his vote only in the case of a tie or ballot vote.  He shall exercise general supervision over the activities and perform such other duties as the Members shall designate.  No person shall serve as Chairman for more than  two (2) consecutive terms.

Section 3.  Vice Chairman:  The Vice Chairman shall perform the duties of the Chairman in his absence.  No person shall serve as Vice Chairman for more than two (2) consecutive terms.

Section 4. Secretary:  The Secretary shall keep an accurate record of all meetings and conduct the CRCC’s correspondence.  It shall be his duty to keep an accurate roster of the CRCC’s membership, and of any committees thereof.  The Secretary shall notify Members of all meetings in accordance with the instructions of the Chairman.

Section 5. Treasurer: The Treasurer shall receive all funds and shall deposit the same as designated by the CRCC Members or the Chairman.  The Treasurer shall pay off bills, accompanied by vouchers which are duly approved by the Chairman.   All checks shall be signed by the Treasurer and the Chairman.  The Treasurer shall keep an account of all moneys received and present a financial report at the Regular Biennial Meeting and from time to time, as requested by the Members.

Section 6.  Those Officers shall perform the duties prescribed by these By-laws and by parliamentary authority adopted by the CRCC.  Each term shall be for a period of two (2) years.  Officers shall be elected at the Biennial Meetings of the Committee.  In the event of a vacancy, the CRCC shall elect a Member to complete the unfinished term of office.

Section 7.  Officers may be removed for cause at a regular CRCC Meeting by a two-thirds vote of Members present.  Notice of such vote shall be given to all Members at least ten (10) days prior to that Meeting.

 

ARTICLE V

Ward Chairmen

Section 1.  Each Concord Ward shall have a Ward Chairman, appointed by the CRCC Chairman and approved by the Committee, whose duties shall be as set forth by the Officers.  Additional Ward Coordinators may be appointed as deemed necessary by the respective Ward Chairmen and approved by the CRCC.

 

ARTICLE VI

Committees

Section 1.  Executive Committee:  The Executive Committee shall consist of the Chairman, Vice Chairman, Secretary, Treasurer and one Member nominated by the Chairman and approved by the Committee at a regular monthly meeting.  The Executive Committee shall have all the powers, authority and responsibility of the CRCC between meetings of the CRCC, and its decision shall be effective until permanent action shall be taken by the CRCC at a regular monthly meeting.  All requests for campaign support funds during any election shall be presented to the Executive Committee for review and recommendation at least sixty (60) days prior to that election, subject to approval by the CRCC at the next regular monthly meeting.

Section 2. Nominating Committee: A Nominating Committee of three (3) Members, elected by CRCC Members, shall meet not later than the third day preceding the date for the Regular Biennial meeting to nominate officers consisting of a Chairman, Vice Chairman, Secretary and Treasurer.

Section 3. Vote shall be by ballot in any contested election.  The candidate receiving a plurality of votes of those Members present and voting for any office shall be declared elected.

Section 4.  Additional committees shall be added as the Members may approve. Appointment of all such committees shall be made from the floor.

Section 5.  The Chairmen shall be the ex-officio member of all committees except the nominating committee.

 

ARTICLE VII

Meetings

Section 1.  Regular Meetings: Meetings are held on the third (3rd) Thursday of each month and as called by the Secretary at the request of the Chairman or any five (5) Ward Chairmen or a majority of Members by:

  1. Written notice mailed at least forty-eight (48) hours before the meeting, or
  2. Telephone notice made at least tweny-four (24) hours before the meeting, or
  3. An advertisement in the Concord Monitor published not later than the day preceding the meeting.

Section 2. Quorum: Ten (10) Members shall constitute a quorum.

Section 3.  Elections shall be made by a plurality.  All other action shall be by a majority of those present and voting.

Section 4.  Regular Biennial Meetings:  Regular Biennial Meetings for the purpose of electing Officers and for transacting business shall be held in January, following the Biennial State Election and before the Biennial State Republican election of officers.  Any CRCC Member in attendance may vote in the election of CRCC Officers.  Only those Members who are designated as electors by the Republican State Committee shall vote for State Committee Members.

  1. Ten (10) Members constitute a quorum for the transaction of business at a Regular Biennial Meeting.
  2. The Chairman shall publish notice of the Regular Biennial Meeting for two (2) successive publishing days in the Concord Monitor.  The last publishing day shall be not more than three (3) days before the day of the Regular Biennial Meeting.
  3. Members are encouraged to personally notify interested Republicans of these meetings.

 

ARTICLE VIII

Limitations

Section 1.  Should an Officer or Ward Chairman support a Republican candidate before the primary election, a letter of disclosure shall be given to the Members. Such letter shall identify the candidate who is supported by the Officer or Ward Chairmen and include all relevant information.

Section 2.  In no case shall an Officer or Ward Chairman use his position on the CRCC to promote a candidate during the primary season.

Section 3. No Member may openly support as a CRCC Member a non-Republican candidate in a general election.  Penalties for such action may include withholding of support and funding (if that Member is a Republican candidate) in the present and future elections, and/or removal from the CRCC.

 

ARTICLE IX

Parliamentary Authority

Section 1.  The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the CRCC in all cases to which they are applicable and in which they are not inconsistent with these By-laws and any special rules of order that the CRCC might adopt.

ARTICLE X

Amendment of By-laws

Section 1.  These By-laws may be amended at any meeting of the CRCC, called for the purpose and so stated in the notice thereof, by a two-thirds vote of those Members present and voting.
